DoD Bows to Critics, Denies Kuwaiti Firm Sole Source Contract
In January, the Defense Logistics Agency announced its intent to award a sole source contract award for logistics services throughout the U.S. military’s Central Command area, which includes Iraq, Afghanistan, Kuwait and other countries. But the agency said this week it was reversing course and opening the contract to full and open competition for companies willing to bid.

Agility loses big contract as Dyncorp subcontractor
Agility, the Kuwaiti logistics firm, has lost a major American defense contract in Kuwait after its indictment last month on fraud charges in the US. The firm disclosed on Monday it had lost its portion of a $643.5m contract for airfield support in which it was a subcontractor to DynCorp International.

The December 18, 2009 hearing of the Commission on Wartime Contracting reviewed the adequacy and oversight of contracted training for Afghanistan’s national army, national police, and border police. With a limited number of military and civilian personnel available for training, many of the functions, like programs of instructions (POIs), will be carried out by contractors, such as MPRI, Xe Services, and DynCorp.

GAO dismisses part and denies part of Triple Canopy protest
Triple Canopy, Inc. protests the award of a task order by DOA Joint Contracting Command -- Iraq/Afghanistan, to Sabre International Security of Baghdad, Iraq, for security services at forward operating base (FOB) Q-West in Iraq.The task order was issued pursuant to a contract known as the Theater-Wide Internal Security Services (TWISS) contract. Triple Canopy asserts that Sabre is ineligible for the task order award because it does not hold a U.S. facilities security clearance, and that the agency erred in evaluating Sabre’s and Triple Canopy’s past performance. We dismiss the protest in part and deny it in part.
