Triple Canopy denied costs for Sabre protest
Triple Canopy, Inc. of Herndon, Virginia, requests that we recommend that it be reimbursed the costs of filing and pursuing two protests that challenged the Department of the Army’s issuance of task orders to Sabre International Security for performance of security services at forward operating base (FOB) Prosperity and FOB Q-West in Iraq.
GAO denies the request. Includes some details about TWISS contracts.

GAO dismisses part and denies part of Triple Canopy protest
Triple Canopy, Inc. protests the award of a task order by DOA Joint Contracting Command -- Iraq/Afghanistan, to Sabre International Security of Baghdad, Iraq, for security services at forward operating base (FOB) Q-West in Iraq.The task order was issued pursuant to a contract known as the Theater-Wide Internal Security Services (TWISS) contract. Triple Canopy asserts that Sabre is ineligible for the task order award because it does not hold a U.S. facilities security clearance, and that the agency erred in evaluating Sabre’s and Triple Canopy’s past performance. We dismiss the protest in part and deny it in part.

A federal judge yesterday ordered the military to temporarily refrain from awarding the largest security contract in Iraq. Veritas Challenges L-3 for $4.6 Billion Iraq Job
Veritas Capital, the second-largest private equity firm targeting U.S. defense contracts, is seeking $4.6 billion in Army translation business in Iraq, giving L-3 Communications Holdings Inc. its first competition for the work. Veritas bought two companies with language-services expertise in the past two years, McNeil Technologies and DynCorp International Inc. They are leading the bid for the contract, DynCorp spokesman Gregory Lagana said.
